This Star Schema is useful for thinking about a Reporting Database.
This Schema is designed to answer questions such as :-
"What percentage of PCNs are challenged ?"
More complex Questions might require a more complex Schema where Events are joined to the original PCN to provide
an at-a-glance analysis.
