Requirements :-

Only the owner of the car can drive the car.
No citizen earns more than £200 per month except Police and Government officals
All payments must be acompanied with a citizen ID card, so citizen spend can be tracked.
Citizens are resident in an area and they cannot leave the area without authorisation.
Possibly a offenders database  which would contain known associates.
