A database to record many to many relationships and simple forms

Question: I want to create a recursive database for Organizations and Persons (in the same table) and link them to a Phone Number table. 

Each record in the Org/Person table may be linked to one or more other records in the Org/Person table by a role/relationship. 

Each record in the Org/Person table may have one or more phone numbers listed for them. 

Depending on the organization (for example "office") -- the person "tied to" the office would also have those phone/fax numbers listed with them in the reporting "phone book"... 

BUT all of this has to be done in as simple of a user interface as possible. -- 

I am looking for a book/online tutorial/mentor to assist me in this "first leg of my DB journey..."
