 WHAT ?

Two implications (deceptively simple) :
1) Transparency
2) Accountability
User Scenarios help to provide insight.

 WHEN ?

Basel II Accord (Banks)- implemented by end 2006.
Patriot Act (US Govt)- October, 2003
Homeland Security (US Govt)- inception on January 24, 2003
Sarbanes-Oxley (CPAs)- 23 Oct 03 - 'initiate cut-off process'.

Vendors preparing solutions.

 VISIT System

The U.S. VISIT System is a critical new border security and enforcement tool that will capture point of entry and exit information on visitors. The system will be in its first phase of operation at international air and sea ports of entry by the end of 2003.
